Ulrich Müller is a member of the executive management team and Head of Political Analysis at CHE. His main areas of work include higher education policy, state higher education laws, and reform monitoring. He is a sought-after expert on questions of student funding (BAföG, student loans and scholarships). Since 2009, he has also been responsible on CHE’s side for the exchange format “Forum Hochschulräte” (Forum of University Councils). Over the years, he has supported a number of universities and universities of applied sciences in finding new institutional names. Together with Frank Ziegele, he co-authored the publication Die authentische Hochschule (2024).
Ulrich Müller has been working at CHE since 2002 (with a four-year interruption: from 2007 to 2010 he worked at the consultancy CHE Consult). Before that, from 1998 to 2002, he worked at the Secretariat of the Federal–State Commission for Educational Planning and Research Promotion (BLK) in Bonn. He has also been a member of the University Council of Theological University Ewersbach since 2009, serving as deputy chair since 2012. From 2005 to 2025, he was also a member of the University Council of the Free Theological University of Giessen, and from 2013 as deputy chair.
Ulrich Müller studied Education, Psychology and Sociology at the University of Bonn and completed his Magister degree in 2001 with a thesis on “Roman Herzog’s impulses for education policy during his term as Federal President.” In addition, he completed the part-time compact programme “Political Management & Public Affairs” at Quadriga University of Applied Sciences Berlin in 2018, and the “Management Executive Programme for Non-Profits” offered by WHU – Otto Beisheim School of Management and the German Foundation Academy in 2022.
