1991-1996 research assistant for the professorship for Public Finance at the Ruhr-Universität Bochum;
Title of doctoral thesis: "Higher education institutions and financial autonomy"

Since 1996 lectureship positions at the FH Osnabrück, the Hochschule Bremen, the Universität Oldenburg, the Donau-Universität Krems and the DHV Speyer

Since 2004 professor for higher education and research management at the FH Osnabrück. Head of the Higher Education and Research Management study programme Hochschul- und Wissenschaftsmanagement at the Faculty of Economic Studies and Social Sciences

1996-2006 project manager at the non-profit making CHE Centre for Higher Education Development

2007-2008 Managing director of CHE Consult

Co-editor of the ”Wissenschaftsmanagement“ magazine

Activity focus at CHE Consult:

  • Advising HEIs and funding bodies (ministries, governments) during the development of management- and target-orientated steering models as well as concrete management instruments. Focal points: strategic management, higher education funding, target agreements, controlling, organisation and governance
  • Mediation of change and strategy processes at HEIs
  • Development, communication and agenda setting for new models of business management steering (still adequate for the scientific system) in the higher education sector
  • Communication of results, standards and best practices in higher education management as assistant and lecturer in the context of further training programmes; compilation of concepts for study offers within higher education management
  • Elaboration of standards, evaluations and expert activities in all respects of higher education steering and higher education management
  • Comprehensive international experience such as: in cross-European benchmarking processes, internationally comparative higher education research, world-wide training offers for higher education management, advising European HEIs and governments.
